Here are the some highlights from this week:
Joint Budget Targets Released
The leadership of the Senate and House Chambers have released joint budget targets for all of the appropriations subcommittees. Joint targets are a positive sign that the chambers are working together to move this session closer to its end date. Targets provide the expenditure parameters to the co-chairs (one Senator and one Representative) of each subcommittee. In other words, they have been authorized to appropriate a certain amount of the estimated General Fund revenue for FY 2015 to the departments and agencies under their purview. The Health and Human Services (HHS) Appropriations Subcommitteeappropriates funding for IDPH, the Department of Human Services, the Department on Aging, and the Department of Veterans Affairs and the Iowa Veterans Home. The budget target for HHS is $1,858,353,019. This is $950,000 lower than the Governor’s recommended budget for FY 2015. The reduction could be spread across all of the agencies. However, legislators will also need to take into account the various funding requests from lobbyists and advocacy groups in addition to ensuring that HHS-related policy bills with estimated fiscal costs are also funded in this budget. The HHS budget bill will start in the House Chamber this year. As of this writing a bill has not been introduced.
- · IDPH Legislative Package:
- o SF 2083/HF 2276 Board of Dietetics Bills. Formerly SSB 3013/HSB 538. The bills have met the requirements for both funnel deadlines. HF 2276 was debated on the House Chamber floor on Tuesday, March 4. It was substituted for SF 2083 because each bill is identical and only one bill can be signed by the Governor. SF 2083 passed the House Chamber by a vote of 99-0. The next stop will be the Governor’s desk for his signature!
- o HF 2187 Iowa Health Information Network Bill. Formerly HSB 526. This bill will likely be incorporated into the Health and Human Services (HHS) appropriations bill. Neither chamber has introduced their versions of the HHS bill to date but conversations with legislators have concluded that this is the best vehicle for the bill’s passage.
- o SF 2196 Department Omnibus Bill. Formerly SSB 3014. This bill passed the Senate Chamber on February 25 by a vote of 50-0 and was referred to the House Human Resources Committee. The subcommittee of Representatives Mark Costello (chair), Greg Forristall, and Beth Wessel-Kroeschell recommended passage of the bill to the full committee on Wednesday, March 5, and it passed unanimously. It is now eligible for debate on the House Chamber floor.
- · Anti-Bullying and Youth Suicide Prevention Bills:
- o HF 2409 Governor’s Bill. Formerly HSB 525. This bill was amended in the House Education Committee. The amendment has been incorporated into HF 2409 and the bill is eligible for debate on the House Chamber floor. The Legislative Services Agency published a Fiscal Note on the bill on March 4. - o SF 2318 Senate Bill. Formerly SSB 3149. This bill was amended and passed by the Senate Education Committee and was then referred to the Senate Appropriations Committee. The Education Committee’s amendment has been incorporated into SF 2318. A subcommittee of Senators Rob Hogg (chair), Bob Dvorsky, and Joni Ernst have scheduled a meeting for Monday, March 10 at noon in Senate room 22.
- · All Executive Branch Agencies:
- o HF 2274 Agency Fees Internet Site. Formerly HF 2058. This bill passed the House Chamber on February 25 by a vote of 98-0. To view the published Fiscal Note, please click here. This bill passed out of Senate State Government on March 6 and will now be eligible for debate on the Senate Chamber floor.
- · Professional Licensure:
- o HF 2370 Supervision of Orthotist or Prosthetists Assistants. Formerly HSB 552. This bill passed the House Chamber on March 4 by a vote of 98-0. It was referred to the Senate State Government Committee.
- o HF 2378 Psychology Post-Doctorate Provisional License. Formerly HF 2182. This bill passed the House Chamber on March 5 by a vote of 99-0. It has been referred to the Senate Human Resources Committee. IDPH estimates a one-time cost of approximately $7,900 to implement this legislation should it become law.
- · Radon:
- o SF 2262 Testing/Mitigation in Public Schools. Formerly SF 2127. This bill passed the Senate Chamber on March 4 by a vote of 35-14. Two amendments (S-5039 and S-5043) were adopted during floor debate that IDPH is actively analyzing for impact to the department. The bill was assigned to the House Education Committee. A subcommittee of Representatives Kevin Koester (chair), Cecil Dolecheck, and Ruth Ann Gaines have scheduled a subcommittee for Monday, March 10 at 1:30 in the House Lobby Lounge.
- · Task Forces:
- o SF 2285 Iowa Healthiest Children Initiative. Formerly SF 2144. This bill is eligible for debate on the Senate Chamber floor. IDPH can absorb the work of the task force into current efforts required and funded by the Title V Maternal and Child Health Block Grant. This bill passed the Senate Chamber on March 3 by a vote of 48-0. It has been assigned to the House Human Resources Committee. As of this writing, the subcommittee of Representatives Greg Forristall (chair), Joel Fry, and Lisa Heddens have not scheduled a meeting on the bill.
- · Other Bills of Interest:
- o HF 2266 increases the amount of the portion of the fee for a marriage license retained by the county from $4 to $14. It does not increase the cost of a license. This bill has been referred to the House Ways and Means Committee. As of this writing, the subcommittee of Representatives Quentin Stanerson, Dan Kelley, and Matt Windschitl have not schedule a meeting on the bill.
- o SF 2080 Prescription Monitoring Programs Information Exchange. Board of Pharmacy bill. Formerly SSB 3007. This bill passed the Senate Chamber on February 24 by a vote of 49-0. It has been assigned to the House Human Resources Committee. It is on the agenda to be debated by the Committee on March 10 in House room 103 at 4:00.
- o SF 2121 Controlled Substances Designations. Board of Pharmacy bill. Formerly SSB 3008. This bill was passed by the Senate Chamber on February 24 by a vote of 49-0. It was voted out of the House Public Safety Committeeon March 5 and will now be eligible for debate on the House Chamber floor.
- o SF 2120 ARNP, Use of Title. Board of Nursing bill. Formerly SSB 3006. This bill passed the Senate Chamber on February 24 by a vote of 49-0. It was voted out of the House Human Resources Committeeon March 5 and will now be eligible for debate on the House Chamber floor.
Highlights for Next Week:
The second funnel deadline is this Friday, March 14. Bills that die in the second funnel have passed at least one standing committee in either the Senate or House chambers. However, they have failed to pass out of one chamber and out of one of the second chamber’s committees.
The Session Timeline is a helpful resource to understand how bills are considered funnel-proof or how they have “survived” first and second funnel. The purpose of a funnel deadline is to assist the General Assembly in focusing on the legislative proposals that have a good chance of passage compared to those that need more work or a different political landscape. In reality, however, there is no such thing as dead legislation. The rest of session will see bills that died in funnel resurrected as amendments to live bills. Funnel deadlines provide interested parties with an idea of how high of a priority their bill is compared to the other approximately 2,000 that are introduced annually.
